摘要

主要结合汶川地震及近年来灾难应急处置中的通信保障情况,阐述了灾难管理中通信的重要性,并就当前中国灾难管理中的几个突出通信热点问题进行了介绍,还相应提出了政策建议和应对措施,对中国应急通信发展具有一定的参考意义。
With the introduction of communication guarantee in emergency response in Wenchuan Earthquake and other disasters,the authors discussed the significance of communication in disaster management,analyzed some key issues about communication in disaster management in China,and put forth suggestions on policies and implementation measures for reference of decision makers.
