摘要

地震预警作为一种防震减灾手段,目前受到我国政府和公众的极大关注。为了实现地震预警的社会效能,必须将其纳入法制化管理。本文首先论述了地震预警立法的必要性和可行性,然后就立法思路展开分析,最后对地震预警的主要立法内容进行了较为详细的阐述。
Earthquake early warning is a means of earthquake disaster reduction,which is currently subject to great concern of our government and the public.In order to achieve the social performance of earthquake early warning,it must be included in the legal management.This paper first discusses the necessity and feasibility of earthquake early warning legislation,then on legislative ideas to expand the analysis,and finally a more detailed exposition of the main contents of the legislation of the earthquake early warning.
