洛阳市水资源供需平衡与可持续利用对策研究

摘要
洛阳市是一个水资源总量偏少的地区。按可供水资源量,现状尚可维持,但预计2010年和2015年全区年缺水分别为0.75亿m3和2.43亿m3。为了保证洛阳市经济快速、持续的发展,依法治水、科学用水、节约用水、污水资源化是实现市域水资源开发利用和保护良性循环的重要举措,核心是抓好农业节水和城镇用水。文章对域内水资源可持续开发利用,进行了可行性研究,可供国土规划时参考。
The water resources in total amount of Luoyang City are relative a little. According to the amount of water supply of the existing water resource, the present situation can even maintain now. But we have estimated that the underwater amount of whole districts will separately amount to 0.75×10~8m~3/a and (2.43×)10~8m~3/a in the year 2010 and 2015 respectively. The sustainable development and (utilization) of the water resources have become one of the key factors. The important measure to achieve the good circulating of development and protection of the water resources in this district ought to contain: water control according to the law, water demand scientifically, economizing on water demand and increasing diversion amount, their leading problems are to economize on water demand of agriculture and cities and towns. The sustainable development and (utilization) of the water resources in this district have been feasibly approached in this paper; it is used on the land plan of this district.
