关于规范地震重建房屋质量评估的建议

摘要

2013年芦山7.0级地震中,灾区汶川地震重建的房屋也有不少受到严重影响,楼房的围护结构倒塌破损。汶川地震灾后恢复重建跟踪审计结果(第2号)指出,许多建筑存在质量问题。审计师是无权负责建筑质量问题的。本文建议芦山地震恢复重建的质量问题应有建筑工程师的参与。
In the 4·20 Lushan earthquake,the buildings of reconstruction after 5·12 Wenchuan earthquake have been affected seriously in disaster area,such as the collapse of some building′s envelop enclosure.A number of quality problems of the buildings were found out in the results of follow up auditing(no.2) for the post-earthquake recovery and reconstruction in Wenchuan.Since auditors have no right in charge of the building quality,it is suggested in this paper the structural engineers take part in the reconstruction quality in Lushan earthquake.
