重庆古镇人居环境保护的综合质量评价研究

摘要
重庆直辖市城镇化发展与三峡库区人居环境建设,对重庆古镇保护提出了全新的课题。在国家快速城镇化推进的过程中,历史古镇保护是社会经济建设和文化传承延续的重要研究内容,这对地区城镇文化、乡土文化、生态景观、旅游经济的发展都具有重要的影响和支持作用。文章对重庆及三峡库区所涉及的45个古镇"进行了调查和数据整理,围绕古镇人居环境的构成内涵和地域特征,提出支撑重庆古镇人居环境综合保护和质量评价的5个技术方面:①遗存原真度;②风貌完整度;③生活延存度;④发展利用度;⑤管理健全度。结合重庆古镇保护在城镇化发展过程中所面临的实际问题,探索古镇保护的综合思路,总结重庆古镇人居环境建设可持续发展的理论观点与技术方法,以期对我国历史古镇保护的综合质量评价提供相应的学术参考和借鉴。
The urbanization and the construction of human settlements in the Three Gorges Reservoir Area of Chongqing have put forward a brand-new topic for the protection of historical towns in Chongqing. In the process of rapid urbanization, the protection of historic towns is an important research content of social economic construction and cultural inheritance. It has an important influence on the development of regional urban culture, local culture, ecological landscape and tourism economy. The paper made extensive investigation and data collection on 45 historic towns involved in Chongqing and Three Gorges Reservoir area. This paper puts forward five technical points to support the comprehensive quality evaluation of human settlements environment protection in the historical town of Chongqing:①the authenticity of the remains; ②the integrity of the features; ③the survival of the life style; ④development and utilization; ⑤ management integrity. Aiming at with the practical problems faced by the protection of historical towns in Chongqing in the process of urbanization, this paper explores the comprehensive thinking of the protection of historical towns, summarizes the theoretical viewpoints and technical methods of the sustainable development of the construction of human settlements in historical towns in Chongqing, in order to provide academic reference for the comprehensive quality evaluation of the protection of historical towns in China.

(1)本文研究涉及的重庆市45个古镇中有18个国家级历史文化名镇和27个市级历史文化名镇。
(2)本次研究向参与古镇评价专家发放权重调查问卷18份,回收并审核有效问卷13份。本次研究在重庆古镇共发放问卷675 份,其中专家打分问卷180份,有效回收176份;地方居民调查问卷225份,有效回收218份;古镇旅游游客调查问卷225 份,有效回收196份;古镇保护与管理部门发放访谈问卷45份,有效回收43份。同时本文采用实地现场调查、文献查阅等方法,采集以一手资料为主的基础数据作为实证研究的基本依据。
(3)龚滩古镇保护性搬迁工作,由重庆大学城市规划设计研究院编制规划,赵万民教授为项目负责人;重庆市规划局、重庆市旅游局、重庆市文物局、重庆市历史文化名城专委会、龚滩镇人民政府、大英公司等建设施工单位集体参与这项工作,促使龚滩古镇保护性搬迁获得成功,项目时间2000—2014年。
