摘要
国家及地方各级政府十分重视中线水质保护工作,划定了中线水源保护区。南水北调中线建管局作为中线的运行管理单位,采取了有效措施加强水源保护区内水质风险源的管理。针对中线干线工程线路长、沿线复杂、水源保护区划定复杂、各类水质风险源多、工程水污染途径多和自身管理人员有限的特点,建立了中线不同污染途径的水质风险源定性评估方法。该评估方法以污染排放量、污染物危害、所处的保护区级别以及现有风险防范措施的完备程度等因素作为风险定性评价指标。评估结果为各类水质风险源分级有针对性地采取不同的防控措施提供了依据,确保了中线水质安全。
        The success or failure of the South to North Water Diversion lies in the water quality. The state attaches great importance to the protection of water quality. The water source protection area has been delineated. In view of the water source risk source management in the water source protection area, the Construction and administration Bureau of the middle route of the South to North Water Diversion Project has taken effective measures to strengthen the management of water quality risk sources in water source protection areas. An assessment method has formulated according to the actual characteristics of the central project. The assessment method is used as a qualitative risk assessment index, such as pollution emission, pollution hazard, the level of the protected area and the completeness of the existing risk prevention measures. Different prevention and control measures were taken according to the grading of the results to ensure the safety of water quality.
