摘要
目的对我国SARS和人感染H7N9禽流感暴发疫情中的多部门合作情况进行回顾性研究分析,为加强突发传染病疫情应急管理提供依据。方法通过文献调研和对主要利益相关者进行深度访谈,用定性分析软件Nvivo 10进行访谈数据整理,分析SARS和H7N9疫情防控中多部门合作情况。结果在2003年SARS疫情暴发早期,正式的合作沟通机制以及相邻地区之间的协调、相关部门和机构之间的合作是缺位的,除了卫生部门系统内部中存在的合作与信息共享问题外,卫生、交通、旅游及其它部门之间的合作问题同样也成了疫情防控工作有效展开的障碍。在2013年H7N9疫情暴发期间,不同的层面的多部门联防联控机制促进了政府机构之间的信息共享和协调响应,医疗卫生部门内部、部门之间以及国际社会之间的合作贯穿整个过程。结论 SARS和H7N9疫情有效的应急管理很大程度上依赖于多部门及利益相关者之间的合作。有效的应对突发传染病疫情需要多部门横向和纵向的有效合作。
        Objectives By retrospective analysis of multi-sectoral cooperation in the outbreak of SARS and human infected H7 N9 influenza in China, this study was aimed to provide a basis for emergency management of infectious disease outbreaks. Methods A qualitative approach including in-depth interviews with stakeholders and literature research was used to collect data. The qualitative analysis software Nvivo 10 was used to analyze the multi-sector cooperation on prevention and control of SARS and H7 N9 outbreaks in China. Results The formal cooperative communication mechanisms and coordination between adjacent regions, cooperation between relevant departments were absent, except for cooperation and information sharing within the health department system, in the early days of the SARS outbreak in 2003. In addition, there were problems of cooperation and information sharing between health tourist, traffic and other sectors, which became an obstacle for the prevention and control of the epidemic of infectious diseases. During the H7 N9 outbreak in 2013, a joint multi-sectoral prevention and control mechanism was established at national and local levels to promote the information sharing and coordinated response among government agencies, and the coordination and cooperation between medical and health sectors, between internal departments, and between domestic organizations and the international community had been taken effect throughout the process. Conclusion Effective emergency management of SARS and H7 N9 outbreaks relied heavily on cooperation between multiple departments and stakeholders. Effective response to the outbreak of infectious diseases requires effective horizontal and vertical cooperation in multiple sectors.
