新时代中国发展战略与华侨华人的作用

摘要
华侨华人是中国改革开放的重要力量,在推动中国经济发展、科教进步、和平统一及传扬中华文化等方面发挥了独特而重要的作用。作为沟通中国与居住国桥梁和纽带的海外华侨华人和归侨侨眷,在我国新时期和平发展战略中也将发挥更大的积极作用,具体体现在:中华文化传承;中国国际形象的塑造;参与中国公共外交及"一带一路"倡议和"人类命运共同体"理念的实施;中国经济转型升级及创新型国家的建设;中国企业"走出去"战略的实施。涉侨部门应根据海外华侨华人和归侨侨眷的新情况,尤其是新华侨华人和华裔新生代的特点,在坚持"三个有利于"原则的基础上,推进大侨务工作机制,通过与华人社团、华文学校和华文媒体的积极合作,善用侨乡、归侨和侨校等资源和平台,更好地发挥华侨华人和归侨侨眷的独特作用。
As a major driving force of the Reform and Opening-up in China,overseas Chinese have played a unique and significant role in China's economic development,scientific and educational progress,peaceful reunification and cultural inheritances.Served as bridges between China and host countries,overseas Chinese as well as returned overseas Chinese will have greater impacts on China's peaceful development strategy in the new era,which mainly reflects as the following. First,inheritance of Chinese culture.Second,building international images of China. Third,participation in China's public diplomacy,the Belt and Road Initiative and the Fate of the Human Community. Fourth,the transform and upgrading of Chinese economy and"Innovative"country construction. Fifth,implementation of the"going-out"strategy of Chinese enterprises. According to new conditions and characteristics of overseas Chinese and returned overseas Chinese,especially the characteristics of new overseas Chinese and new generation of overseas Chinese,departments related to overseas Chinese should promote the mechanism of comprehensive Overseas Chinese affairs on the basis of"Three Benefits"principle,cooperate actively with overseas Chinese associations,Chinese schools and medias in Chinese,make full of the resources and flatforms as hometown of overseas Chinese,returned overseas Chinese and overseas Chinese schools,to let overseas Chinese and relatives of returned overseas Chinese play a better role.
