新疆农村剩余劳动力转移:现状、影响及对策

摘要
本文通过对新疆农村剩余劳动力转移现状的调查,发现农村转移劳动力的收入水平整体较低,接受的专业技能培训明显不足,外出流向以疆内转移为主且大多依然徘徊在城乡之间;而高房价、高物价、工作压力大、竞争激烈以及自身缺乏职业技能等是制约农村转移劳动力市民化的主要原因。因而,采取正确的城镇化发展模式,促进农业规模化产业化发展,提供更加公平有效的公共产品和服务,加大教育财政投入,积极推进农地制度改革等,是促进新疆农村剩余劳动力转移的正确选择。
Based on the investigation of the status quo of the transfer of surplus rural labor in Xinjiang,this paper finds that the income level of the rural transfer labor is relatively low,the professional skills training they have received are obviously insufficient,and most of them are still wandering between urban and rural areas. And meanwhile,the high housing price,the high price,fierce competition and lack of vocational skills are the main reasons that restrict the rural surplus labor force citizenization.Therefore,adopting the correct urbanization development model,providing more fair and effective public goods and services,increasing financial investment in education,and actively promoting the reform of agricultural land system are the right choices to promote the transfer of surplus rural labor force in Xinjiang.
