农村信用社发展制度性困境与深化改革的对策——以陕西省为例

摘要
本文运用2008—2015年陕西省107家农信社微观调查数据,从发展规模、财务可持续状况和"三农"金融服务状况等三个方面全面分析了农信社的发展现状,从农信社市场定位出发,深入剖析了农信社在发展中存在的问题,主要包括管理体制不顺、经营管理能力低下、产品与服务创新能力不足、过于注重产权组织形式改革等,从政府行为、市场竞争、监管制度与法律体系、农村金融生态环境等方面深入揭示了制约农信社改革与发展的制度性困境,根据这些问题,将农信社改革放在农村金融总体改革的框架下,提出了具有中国农村金融发展和地方特色的深化农信社改革和发展的对策建议。
Based on 107 rural credit cooperatives( RCCs) 'data during the period of 2008 ～ 2015 in Shaanxi,this paperapplies the development situation of rural credit cooperatives from development scale,financial sustainability and rural financial services in the first,secondly analysesthe mainly problems in the development is that the lower management system and management ability is lower,lackservice innovation,obsessed with property right reform of organization form,then discusses the institutional predicamentis the development of the rural credit cooperatives from the behavior of the government,the market competition,regulatory and legal system,the rural financial ecological environment. To solve the problems,we putthe the reform of rural credit cooperatives in the framework of the overall reform of rural finance and put forwardsome proposals todeepen the reformand developmentof rural credit cooperativeswith Chinese rural finance development and local characteristics.
