摘要
德国是高等教育史上近代大学的发源地,也是19世纪世界高等教育的楷模,但两次世界大战使德国高等教育由强盛走向衰弱。德国联邦政府立足现实,坚持传统,并结合新时代需求,大力推进高等教育内涵式发展,使德国的高等教育迅速从废墟中崛起,重新回到国际高等教育舞台,受到世界各国的认可。德国高等教育发展经验对于加快我国高等教育内涵式发展进程具有重要的借鉴。
        Germany is not only the birthplace of modern universities in the history of higher education,but also the model of world higher education in the 19 th century. However, the two World Wars made German higher education from strong to weak. Based on the reality, sticking to the tradition and combined with demand, the Germany federal government has vigorously promoted the connotative development of higher education. German higher education rises rapidly from the ruins, returns to the international stage of higher education, and is recognized by the world. Exploring the solutions to the contradictions in the insufficient connotative development of German higher education is of great significance for solving the problems existing in the connotative development of higher education in China.
