基于生命周期理论的自然灾害突发事件应急管理——以泰宁县“5.8”泥石流自然地质灾害为例

摘要
福建泰宁县"5.8"泥石流自然地质灾害,是近年来我国自然灾害类突发事件中,在抢险救援和善后处置上较为成功的一个案例,对我国大部分地区有借鉴意义。依据危机生命周期理论,自然灾害类突发事件应急管理在潜伏阶段、爆发阶段、处置阶段和消除阶段都应有不同的应对策略。
The natural geological disaster of " 5.8" debris flow in Taining County,Fujian Province is a successful case in the rescue and rehabilitation of natural disasters in recent years in China. It has referential significance for most of China. On the basis of summarizing its successful experience and the areas to be improved,based on the Crisis Life Cycle Theory,the coping strategies of emergency management of natural disasters in the latent stage,the outbreak stage,the disposal stage and the elimination stage are proposed.
