摘要
标准建设既是教育行政部门对学校进行监督、指导和服务的重要手段,是学校加快现代化建设进程、实现内涵发展的重要参照依据,也是社会对学校建设和发展进行监督评价的重要参考。教育管办评分离需在标准引领下进行,并以标准为核心实现管办评三者的协调互动。天津市综合运用标准引领的方式,明确不同时期义务教育学校现代化标准建设的不同目标和任务,以创新基于标准引领的义务教育督导评估为切入,积极探索深入推进管办评分离的有效路径。
        A tool to push forward the modernization of education,standards remain a significant means for the government to deepen the structural reform of education. Also,they are an important means for the administrative departments of education to supervise,guide and serve schools,as well as a major reference for schools to accelerate the modernization of education and achieve connotative development,and for society to supervise and evaluate the construction and development of schools. Therefore,the separation of supervision,enforcement and evaluation in education needs to be driven by standards to make them collaborate and interact with each other. Tianjin City,guided by relevant standards for education,clarifies the objectives and tasks for the modernization of compulsory education schools in different stages. Starting from the innovation in standard-driven compulsory education supervision and evaluation,it actively explores effective ways to push forward the separation of supervision,enforcement and evaluation.
