河南省贫困人口学历特征及培训需求的调查分析

摘要
培训是实施精准扶贫的有效途径,需求调查是实施培训的首要环节。在河南省选择了三个贫困县,调查了贫困人口的学历特征及培训需求情况,发现河南省贫困人口多为初中及以下学历,不同学历贫困人口对培训内容、培训方式、培训机构、培训教师、培训地点、培训时间、培训时长等需求均存在差异。实施精准培训扶贫,需精准调查培训需求,依据培训需求优化培训要素,持续提升培训要素质量水平,强化培训活动管理,健全培训效果评价追踪制度。
Training is an effective way to implement accurate poverty alleviation. Needs survey is the first step in implementing training. Three poverty-stricken counties were selected in Henan Province to investigate the the educational characteristics and training needs of the poor. It is found that the poor people in Henan Province mostly had junior high school education and below. There are differences in the training content,training methods,training institutions,training teachers,training locations,training time,and training duration for poor people with different education. To implement accurate training and poverty alleviation,it is necessary to accurately survey the training needs of the poor,optimize training elements based on training needs,continuously improve the quality of training elements,intensify the management of training poverty alleviation activities,and establish a sound training effect evaluation and tracking system.
