论乡村精英与精准扶贫

摘要
乡村精英是国家与社会衔接的重要载体。精准扶贫的实践推进不仅取决于基层政府的积极作为,而且与乡村精英中介作用发挥的程度密切相关。就扶贫工作而言,乡村精英既是扶贫政策的积极宣传者、扶贫资源的关键链接者,又是扶贫实践的重要参与者和扶贫质量的有效监督者。因此,在推进精准扶贫的伟大实践中,需要充分利用乡村精英在贫困治理中的角色优势,充分发挥其积极作用,才能有效地推动扶贫工作精准化。
Rural elite is an important carrier of the connection between the countryside and society. The promotion of targeted poverty alleviation not only relies on the positive action of grass-roots government,but also it is closely related to the intermediary role played by the rural elites. As far as poverty alleviation is concerned,rural elites are not only active advocates of poverty alleviation policies and key links of poverty alleviation resources,but also important participants in the practice of poverty alleviation and effective supervisors of the quality of poverty alleviation.Therefore,in the great practice of promoting targeted poverty alleviation,it is necessary to make full use of the role advantages of rural elites in poverty management and give full play to their positive roles so as to effectively promote the precision of poverty alleviation.
