改革开放40年我国农村学前教育的变迁与政府责任

摘要
改革开放40年来,我国农村学前教育经历了调整与恢复、稳步提高、艰难曲折发展、深入改革发展、重点发展等五个发展阶段。在此过程中,农村学前教育发展的关键在于性质定位,根本在于政府责任的落实。未来我国农村学前教育的发展必须落实"以县为主"的责任主体,构建以公益和普惠为价值内核的投入体制,因地制宜、突出重点,努力扩大普惠性教育资源,大力建设一支规模与质量兼具的幼儿园教师队伍。
In the past 40 years of reform and opening-up,the development of the rural early childhood education has experienced five different stages,including the adjustment and recovery,steady improvement,difficult and tortuous development,deepen reform and development and focus on developing. In the process of development,the key to the development of rural early childhood education lies in its nature orientation and the implementation of the government responsibility. The key to the future development of rural early childhood education lies in the responsibility subject of"mainly county",in building the investment system with public welfare and benefit as the core of value, in expanding universal-benefit early childhood education and building a team of kindergarten teachers with both scale and quality.
