天津市农业科技成果转化利益分配制度供给研究——基于公益一类农业科研单位的调研

摘要
利益分配是农业科技成果转化中的重要问题。合理的利益分配机制是激发农业科研人员持续创新的动力源泉,是保障农业科技成果转化顺畅的重要手段。文章基于天津市公益一类农业科研单位的调研,分析了农业科技成果转化利益分配制度供给的现状和存在的问题,如缺少可操作性强的实施细则、内容覆盖不广泛、主体不全面、利益反补机制缺失等,并借鉴国内外经验,提出了制定可操作性强的实施细则、从法律上明确利益分配内容、明确利益分配主体及主体责任和建立农业科技成果转化的利益反补机制等对策建议,旨在不断完善农业科技成果转化利益分配制度。
The distribution of benefits is an important issue in the transformation of agricultural science and technology achievements.Reasonable mechanism of benefit distribution is the driving force to inspire agricultural scientific research personnel to innovate continuously,and it is an important means to ensure the smooth transformation of agricultural science and technology achievements. Based on the investigation of first-class public welfare agricultural scientific research institutes in Tianjin, the present situation and existing problems of the benefits distribution system of Tianjin agricultural science and technology achievements transformation were studied in the paper. At present,there are some problems such as not operational implementation rules, not extensive coverage in the content and subjects, and lack of interest counter-compensation mechanism. Suggestions were proposed based on experiences form home and abroad, i.e., formulate feasible implementation rules, clarify the content and subject of the distribution of benefits from the law, establish interest counter-compensation mechanism, in order to continuously improve the distribution system of transformation benefit of agricultural science and technology achievements.
