欠发达地区多层次农村养老服务体系完善研究——以安徽桐城为例

摘要
基于乡村振兴战略背景下桐城市农村人口老龄化的调查和分析,就农村养老服务体系的现状和问题进行了探讨,揭示了欠发达地区农村养老服务体系普遍存在的传统家庭养老功能弱化、社会化保障水平低、社会化养老水平不高、养老从业人员专业化水平有待进一步提升等问题,同时从强化家庭养老的服务功能、加大农村养老服务资金投入、大力发展居家养老自助互助服务、加快农村养老服务机构建设、加强农村专业养老服务队伍建设等5个方面提出相关对策建议。
Based on the investigation and analysis of the aging of the rural population in Tongcheng under the background of the strategy of rural revitalization,the current situation and problems of the rural old-age service system were discussed,problems such as the weakening of the traditional family old-age support function,the low level of socialized security,the low level of socialized old-age support and the need for professionalization of the old-age workers in the underdeveloped rural areas were revealed.At the same time,relevant countermeasures and suggestions were put forward from five aspects: strengthening the service function of family endowment,increasing investment in rural endowment service funds,vigorously developing self-help and mutual service for home endowment,speeding up the construction of rural endowment service institutions,and strengthening the construction of rural professional endowment service team.
