上海市污水排入城镇排水管网许可的审批和管理

摘要
《城镇排水与污水处理条例》、《城镇污水排入排水管网许可管理办法》的相继出台,将排水许可制度提升至重要位置。文中结合上海市实施排水许可的经验和做法,对排水许可的办理流程、审查要求、规范性技术文件和监督管理的相关要求进行了解读,对城镇排水许可工作有一定借鉴意义。
With the promulgation of Regulations on Urban Drainage and Sewage Treatment and Regulations on the Management of Permission for Urban Sewage Discharge into Drainage Pipeline Network,the drainage permission system has been upgraded to an important position.Based on the experiences and practices of drainage permission in Shanghai,this paper interprets the handling process of drainage permit,the requirements of examination,the normative technical documents and the related requirements of supervision and management,which can be used for reference in the work of urban drainage permission.
