生态文明视域下农村发展循环经济的路径选择——以沈阳为例
摘要
党的十九大报告对生态文明的认识提升到了新的高度,为确保经济发展与环境改善并举,产业升级与节约能源双赢,发展循环经济成为了生态文明建设的内在要求与必然选择。简要概述循环经济理论,总结农村发展循环经济的现状,明确发展循环经济面临的问题,提出完善政策法规、厘清循环发展底线等对策,实现发展循环经济的长效机制。
The report of the 19 thCPC National Congress raised the awareness of ecological civilization to a new level,in order to ensure both economic development and environmental improvement,industrial upgrading and energy conservation,developing circular economy has become the inherent requirement and inevitable choice of ecological civilization construction. This paper briefly summarizes the circular economy theory,summing up the current situation of circular economy development in rural areas,clarifying the problems faced by the development of circular economy,proposing countermeasures such as improving policies and regulations,clarifying the bottom line of circular development,and realizing a long-term mechanism for the development of circular economy.
