政策工具视角下我国地方“双一流”建设文本的量化研究

摘要
近年来,"双一流"建设成为我国高等教育发展的主要追寻方向,本研究对各地方政府所颁布的"双一流"建设方案(或通知)进行内容的编码与统计,建构起政策工具与"双一流"建设要素的二维分析框架。从政策工具上来看,各地实施方案中权威性政策工具使用较多,而职能拓展工具使用较少,也就是在政策工具的组合利用程度低。从建设要素上来看,在科学研究要素上使用相应的政策工具较多,国际交流、文化传承上相应政策工具供给不足,在后续双一流的建设中,不仅仅是要将政策工具分布合理优化,还要对薄弱环节要素提供政策供给。
In recent years, the construction of "double first-rate" has become the main pursuit direction of the development of higher education in China. This study encodes and counts the content of "double-first" construction plans(or notices) issued by local governments, from policy tools and The main elements of the "double-first-class" construction construct a two-dimensional analysis framework. From the perspective of policy tools, the authoritative policy tools in the implementation schemes are used more, and the function expansion tools are used less, that is, in the combination of policy tools. The degree of utilization is low. From the perspective of construction factors, there are more tools for the elements of scientific research, and insufficient supply of corresponding policy tools in international exchange and cultural inheritance. In the follow-up dual-level construction, it is not only necessary to distribute policy tools reasonably. Optimization, but also provide policy supply for weak links.
