2018年普洱市县(区)级疾控机构卫生应急能力现况调查

摘要
目的全面了解和掌握普洱市县(区)级疾控机构卫生应急能力现况,为普洱市下一步卫生应急体系建设提供科学依据。方法 2018-03对普洱市10县(区)疾病预防控制机构进行问卷调查,问卷调查采用自行设计《普洱市疾控机构卫生应急能力调查表》,。采用EpiData 3.1软件建立数据库。运用Excel 2007对数据进行整理及统计分析。结果普洱市县(区)级疾控机构在职在编职工414名,卫生应急队员305人,其中40～49岁人员占队伍总数的50.16%,无研究生及以上学历者,59.02%的队员从未参与过突发事件或重大自然灾害处置,仅有2家机构设有独立突发事件应急管理部门,应急预案数目最多的县为48个,最少的县13个;各县(区)均已制定传染病和突发公共卫生事件定期分析制度,1个县分析周期为半年,1个县分析周期为季度,其余8个县分析周期为月;A类检验能力所需仪器设备配置比例最高的县仅为78.26%,明显低于云南省疾病预防控制机构实验室主要仪器装备标准,理化检验能力平均具备35.40%,明显低于其他检测能力,平均每县有3.1辆应急车辆,明显不足,仅5个县有持续性经费投入。结论普洱市县(区)级疾控机构人员配置、经费投入、设备装备和技术实力等方面亟待提高。
Objective To fully understand the health emergency response capacity of county(district)level CDCs,so as to provide scientific basis for the construction of the health emergency response system. Methods The questionnaire named Survey of Health Emergency Response Capacity of Disease Control Institutions in Puer City was self-designed. A questionnaire survey was conducted in10 counties(districts) of Puer city in March, 2018. Database was established by Epidata 3.1. All data were analyzed by Excel 2007. Results There was a total of 441 employees in county(district)level CDC in Puer City. There was a total of 305 emergency medical personnel. The employees aged 40 to 49 years old accounted for 50.16% of the total number of teamsemployees. No employees have a graduate degree or above.There was 59.02% of the employees never participated in emergency or major natural disaster management. Only two institutions have independent emergency management departments.The county CDC with the largest number of emergency plans has 48 emergency plans, while the county CDC with the least number of emergency plans have 13 emergency plans. All counties(districts) CDCs have established a regular analysis system for infectious diseases and public health emergencies. The analysis cycle of a county CDC is six months, the analysis cycle of a county CDC is six month and the analysis cycles of remaining eight county CDCs are monthly. The county CDC with the highest proportion of equipment and equipment required for Class A inspection capacity is only 78.26%, which is significantly lower than the main instrument and equipment standards of the laboratory of the Disease Prevention and Control Agency of Yunnan Province. The average physical and chemical inspection capacity of those CDCs is 35.40%,which is significantly lower than other types of detection capabilities. There are average 3.1 emergency vehicles in those CDCs. There was a significant shortage of special funds for health emergency in those CDCs,with only five districts CDCs having ongoing funding. Conclusion It needs to be improved in personnel allocation,fund input,equipment and technical strength in county and district Level CDC in Puer City.
