我国国有企业产权制度改革的探索与风险

摘要
国企产权制度改革的实质是探索全民产权的有效实现形式。40年国企改革的历史警示我们,国企产权制度改革极具风险性,要确保其成为国有企业凤凰涅槃、展翅腾飞的全民产权有效实现形式,避免其成为葬送国有企业的私有制经济实现形式。要客观辩证把握国企混合所有制改革的探索性、目的性、共融性和风险性,防止因私有产权进入而改变全民产权性质。要客观辩证认识国有资产管理体制改革的探索意义和局限性,跳出行政权力收放的思维窠臼。全面深化国资国企改革,必须深刻把握"两个做强做优做大"的改革总目标和"三个有利于"的指导方针,坚守防止颠覆性失误的底线原则,选择正确的改革可行方案和举措。
The essence of the reform of state-owned enterprises'property right system should not be the privatization of property right,but the effective realization form of the national property right.The 40-year history of state-owned enterprise reform has warned us that the reform of state-owned enterprises'property right system is extremely risky,which may become the effective realization form of the national property right of state-owned enterprises,or the realization form of the private ownership economy that destroys state-owned enterprises.We should objectively and dialectically grasp the exploratory,purposeful,inclusive and risky nature of the reform of mixed ownership of state-owned enterprises,and prevent the change of the nature of property rights of the whole people due to the entry of private property rights.It is necessary to objectively and dialectically understand the exploration significance and limitations of the reform of the state-owned assets management system,and jump out of the thinking of government administrative power retraction.To comprehensively deepen the reform of state-owned enterprises,we must fully grasp the overall goal of the reform of"two making stronger,better and bigger"and the guideline of"three advantages",adhere to the bottom line principle of preventing subversive mistakes,and choose the right feasible reform plans and measures.
