新时代全面建成多层次社会保障体系研究——以江苏省徐州市为例

摘要
阐述了徐州市社会保障体系建设的基本情况,认为徐州市社会保障体系框架虽已基本成型,但仍存在着公平性不足、统筹层次和水平不高、扩面空间收窄等深层次问题。从社会保障体系建设的顶层设计、各项改革制度的落地运行、参保人员的全面覆盖、社会保险基金的良性运转、信息化建设等多方面提出了新时代徐州市全面建成多层次社会保障体系的路径。
This paper expounds the basic situation of the social security system construction in Xuzhou, and holds that although the framework of the social security system in Xuzhou has basically taken shape, there are still some deep-seated problems, such as the lack of fairness, the low level of overall planning and the narrowing of expansion space. From the top-level design of social security system construction, the landing operation of various reform systems, the comprehensive coverage of insured personnel, the benign operation of social insurance funds, information construction and other aspects, this paper puts forward the path of building a multi-level social security system in Xuzhou city in the new era.
