应用型大学质量文化与内部质量保障体系关系研究

摘要
完善内部质量保障体系是高等教育普及化阶段内涵式发展的必由之路,质量文化则是内部质量保障体系的重要根基。在厘清应用型大学质量文化内涵、形成路径及存在形式的基础上,系统分析了质量文化建设滞后导致内部质量保障体系出现黏合度、内驱度和持久度不足的问题,构建了以质量文化为根基的内部质量保障体系架构,并从文化自觉的视角论证二者关系的内存逻辑,确保应用型大学内部质量保障体系有效运行。
Perfecting the internal quality assurance system is the only way for the full potential development of the popularization stage of higher education. Quality culture is an important foundation of the internal quality assurance system. On the basis of clarifying the cultural connotation, formation path and existence form of quality culture in application-oriented universities, this paper systematically analyses the lag of quality culture construction, which leads to the lack of system coupling, internal driving force and durability in the building, operating and resulting phase of internal quality assurance system. It also outlines the architecture of an internal quality assurance system based on quality culture, and demonstrates the relationship between quality culture and internal quality assurance from the perspective of cultural consciousness, to ensure the effective operation of the internal quality assurance system of application-oriented universities.
