试论中国共产党治藏方略的历史演进

摘要
在中央第六次西藏工作座谈会上,习近平同志对党在西藏工作60多年的实践进行科学概括,第一次提出了党的"治藏方略"这一概念。中国共产党的治藏方略不是一次性完成的,而是着眼于党在西藏60多年的实践而提出来的,经历了一个不断实践和总结、不断发展和完善的历史过程。在60多年的发展历程中,党的治藏方略围绕国际环境、政治建设、经济社会发展、意识形态等四个方面的主要问题,历经初步形成、发展和完善、新高度三个阶段,形成了完整的理论体系。
At the Sixth Tibet Work Forum, President Xi Jinping made a scientific summary of the Party's practice of Tibet work in the past more than 60 years, and for the first time put forward the concept of the Party's "Strategy of Governing Tibet". The Chinese Communist Party's strategy of governing Tibet is not made in one go, but based on the practice of the Party in Tibet for more than more than 60 years. It has experienced a historical process of continuous practice, constant summary, development and improvement. In the course of more than 60-year evolution, the Party's strategy of governing Tibet has focused on the main problems of the international environment, political construction, economic and social development, ideology and so on, and has formed a complete theoretical system after having undergone the stages of initial formation, development and perfection.
