教育治理信息化:价值、结构及实施路径

摘要
教育治理信息化是教育治理体系建设的重要组成部分,是深化教育领域综合改革的关键路径。理解教育治理信息化的实质内涵,需厘清教育治理信息化的价值、结构与实施路径。教育治理理念不够深化、教育治理主体的协调性较差、教育治理的科学性欠缺,呼唤教育传播信息化、教育协作信息化以及教育决策信息化,推进教育治理信息化势在必行。以多元参与为视角,具体从政府治理信息化、学校治理信息化以及社会治理信息化三个维度予以分析教育治理信息化的逻辑结构。从解决问题的角度出发,提出教育治理信息化的实施路径:以政府为引领者,深化教育治理信息化理念;以职权划分为关注点,完善教育治理信息化的规章制度;以大数据为支撑,推进教育治理服务信息化。
The educational governance informationization is an important part of building the education system of governance,and a key path to deepen the comprehensive reform in education. In order to understand the essence of the informationization of educational governance,we need to clarify educational governance informationization's value,structure and implementation route. The education governance's conception needs to be further deepened,the coordination of the main part is poor and the scientific is deficiency. It is imperative to promote the education communication,education collaboration and education decision's informatization. From the perspective of multiple participation,this paper analyzes the logical structure of educational governance informatization from the three dimensions: government governance informatization,school governance informatization and social governance informatization. From the perspective of problem solving,the implementation path of education governance informatization is proposed: first of all,government as leader,deepen the conception of education governance; secondly,focus on the division of functions and powers,Improve the rules and regulations of educational governance informationization. In addition,the education governance service information is promoted with the support of big data.
