政府引导基金:爆发式增长后的理性回归

摘要
我国政府引导基金的数量和规模在经过短期的爆发式增长后,现逐步趋于理性,法律法规逐渐完善,投资范围逐渐多元化,但仍存在着资金运用效率不高、地区发展不平衡、有效考核机制尚待完善、退出效率低等问题,应从盘活资金存量、健全考核机制、明确定位精简政务、加强人才队伍建设、完善退出机制等方面引导我国政府引导基金健康发展。
In recent years, China's governmental guidance funds have entered the period of accelerating development. The quantity and scale of the funds have witnessed explosive growth. Although its development has gradually become rational, laws and regulations are gradually improved, and the scope of investment has been diversified, there are still problems such as inefficiency in the use of funds, imbalances in regional development, lack of effective assessment mechanism, and imperfect exit efficiency. To solve these problems, we should guide the healthy development of the fund from the aspects of revitalizing the stock of funds, improving the assessment mechanism, clarifying the orientation, simplifying government affairs, strengthening the construction of talent team, and perfecting the exit mechanism.
