摘要
本文对河南省177个综合档案馆公共服务能力建设现状进行调查,并从公共服务需求识别、服务供给、服务保障、学习成长和当前现状认知等方面深入分析。结果发现,仅有五成样本开展过用户需求识别活动但渠道非常单一,九成多的样本主要开展有档案借阅、档案证明、咨询与宣传等传统服务项目且集中于档案馆内,总体上各个档案馆的服务保障能力和学习成长能力都比较弱,同时八成以上样本认为当前综合档案馆公共服务能力较弱且令人不太满意等。最后据此提出了若干提升综合档案馆公共服务能力的建议和对策。
This paper investigates the present situation of the public service capacity construction of 177 comprehensive archives in Henan Province, and analyzes in depth from the demand identification, service supply, service guarantee,learning growth and current status cognition and so on. The results show that only 50% of the samples have carried out user's demand identification activities but the channels are very single. More than 90% of the samples mainly carry out traditional service items, such as file borrowing, file proof, consultation and propaganda, and are concentrated in archives.On the whole, the service guarantee ability and learning and growth ability of the various archives are relatively weak. At the same time, more than 80% of the samples think that the current comprehensive archives public service capacity is weak and unsatisfactory. Finally, the author put forward some suggestions and countermeasures for improving the public service capacity of the comprehensive archives.
