欧亚经济联盟与丝绸之路经济带:中国国家利益与风险

摘要
"一带一盟"对接是一个顶层设计的一体化性质倡议,该倡议应当确定欧亚经济联盟与中国合作的远景规划。对欧亚经济联盟来说,与中国进行的多边谈判是"一带一盟"对接的重要组成部分,同时也是一个凝聚联盟的重要因素,是拉近项目各方立场的重要工具,机遇、挑战与风险并存。为提高欧亚经济联盟国家参与"一带一盟"对接的可能性,应创造和谐、透明的制度和法律环境,大量吸引中国的直接投资,提升联盟及各成员国发展潜力。在未来一段时间,为实现丝绸之路经济带建设和"一带一盟"对接框架下欧亚经济联盟一体化目标,联盟国家应采取措施,将那些能提升联盟整体实力和加强成员国互动水平的项目,与那些只为各成员国创造利益的项目分开。同时,欧亚经济联盟各成员国应共同制定项目评估表,以确定对接工作的具体方向和形式。
Synergy between the Belt and Road Initiative(B&R) and the Eurasian Economic Union(EEU) is an integrated initiative of top-level design, which should set a long-term plan for the cooperation between the EEU and China.For the EEU, the multilateral negotiations with China are not only an important part of the synergy of the B&R, an important factor for the cohesion of the EEU, but also an important tool to narrow the position of all parties involved in the project. In order to enhance the possibility of the Eurasian economic union countries participating in the cooperation between the "B&R" and the EEU,a harmonious and transparent institutional and legal environment should be created to attract a large amount of Chinese direct investment and enhance the development potential of the EEU and its member states. In the coming years,in order to implement the B&R construction and the integration goals of the EEU under the framework of "one Belt and one Union", the countries of the EEU should take measures to separate the projects that can enhance the overall strength of the union and the interaction level of the member states from those that only create benefits for the member states. At the same time, EEU member states should jointly develop project evaluation forms to determine the specific direction and form of the joint work.
