美国“三公经费”管理对机关事务标准化建设的启示

摘要
美国"三公经费"管理对我国机关事务标准化建设有三大启示。第一,标准化推进机制:浓厚的标准化意识;稳步推进标准化;标准化中把握好主辅角色。第二,标准制定应处理好五种关系:服务标准与成本意识;标准统一和因地适宜;标准严厉性和人性化;监管职责和服务职责;自由裁量与外部监控。第三,标准化需要理顺管理体制:机关事务管理法制化;机关事务管理统一化;理顺与其他部门的横向关系。
The US practices in managing Official Travel, Motor Vehicles and Office Spaces provide some valuable lessons for China in its efforts to modernize logistic affairs management for public organs through standardization. The first one has to do with implementation regime, including the need for a strong sense of standardization; a step by step approach to push forward standardization, and respective roles of and division of works among the related agencies in the whole process. Secondly, proper balances should be struck around five relationships in the formulation of standards: service standards and cost awareness; standard uniformity and adjustment to local conditions; standard severity and humanization; regulatory duties and service responsibilities; and discretion and external monitoring. The third is a need to rationalize the management system: legalization of logistic affairs management for public organs; unification of logistic affairs management; and rationalization of horizontal relations among related agencies and departments.
