基于嵌入性理论的创新驱动机制研究——以江苏省科技镇长团制度为例

摘要
科技镇长团是把科技创新与体制机制创新统一起来,推动外部"社会资本"有效嵌入区域经济社会发展的一项制度设计。其职能发挥与目标实现的关键在于有效的社会嵌入。即从系统嵌入角度把握嵌入度的强弱平衡,促成外部"社会资本"与本地经济主体的高效益联结;从空间嵌入角度把握增长极点和网络关键节点,强化区域创新体的经济牵引和辐射带动功能;从政治嵌入角度探索体制机制创新的路径和契机,加大科技创新的制度供给。
‘Technology Town-Chef Group'is an Institutional Design that combines technological innovation and Institutional Renovation,and embeds social capital into the regional economic and social development. Fulfilling the function and achieving the goal utterly depends on effective social capital embeddness. It is necessary to balance the strength and weakness of embeddness from the perspective systematic embeddness,promote the social capital link efficiently with the local economic entity. In addition,it is also necessary to grasp the increasing point and critical point ofnetwork from the angle of space embeddness and strengthen the pulling power of regional economic entity. We must explore the institutional innovation and expand the institutional provision of technology.
