摘要
我国现阶段普遍采用的合理低价评标法的核心是报价合理性地评审,即在保证不低于成本价的基础上低价中标。然而,在实际的评标过程中,由于造价成本信息在招投标双方间的严重不对称,致使低价的"合理"性,以及"成本水平"的判断依然缺乏客观科学评判标准。本文基于建设工程全生命周期成本控制理论总结合理低价的各类影响因素,并结合价值工程理论建立了多目标决策模型。实例分析验证了模型的可行性和有效性。
The general approach adopted in China is reasonable low price evaluation method. It is a very essence of the reasonable low price judge,that means reasonable low price over cost. Nevertheless, in practical applications the judgment on rationality of low price and cost level is still lacking objective and scientific assessment, owing to the cost information asymmetry between both bidding sides. In this paper, summarizing the influencing factors of reasonable low price based on the analysis of life cycle cost control, and then combining with the value engineering theory, it provides a multi-objective decision model. An illustrative example is provided to validate the model's feasibility and validity.
