乡村振兴背景下打赢脱贫攻坚战的思考

摘要
我国"八七扶贫攻坚计划"确定的贫困县主要分布在西北、西南地区以及中部地区的高原和山区。这些贫困地区地少、缺水、交通落后、农业生产条件差;群众受教育程度低、思想观念落后;当地政府带领群众科技致富的能力弱、扶贫开发责任落实不到位。因此,要打赢扶贫攻坚战,必须加强贫困地区生态环境的基础设施建设,加大生态环境治理的力度;完善扶贫政策,为贫困地区和贫困人口脱贫提供制度保障;增加中央政府的扶贫投入,积极发展乡镇企业,全面改善贫困地区的生产生活条件;推进文教事业的发展,实现脱贫攻坚与生态文明建设"双赢"。
The poverty counties identified in China's "Eight-seven Poverty Alleviation Plan"are mainly distributed in the plateau and mountainous areas of the northwest, southwest, and central regions. These poverty areas have few land, water shortage, backward transportation, and poor agricultural production conditions; the masses are poorly educated and their ideas are backward; the local government's ability to lead the masses to become rich in a scientific and technological way is weak, and the responsibility for poverty alleviation and development is not in place. Therefore, in order to win the battle against poverty, it is necessary to strengthen the infrastructure construction of the ecological environment in poverty areas and increase the intensity of ecological environment management; improve the poverty alleviation policy, and provide policy guarantees for alleviation of poverty people in poverty areas; increase the central government's investment in poverty alleviation, and actively develop town and village enterprises to comprehensively improve the production and living conditions in poverty areas; promote the development of cultural and educational causes, and achieve a"win-win"situation for poverty alleviation and ecological civilization construction.
