柳河水量调度管理与保障措施初探

摘要
柳河是全国第二批完成水量分配方案的河流之一。为做好柳河水量调度管理工作,根据国家法律和水利部要求,并结合柳河流域水资源条件和工程条件,提出了柳河水量调度管理工作机制、各级水行政主管部门的管理权限和职责,探讨了柳河年度水量调度计划的编制、批准、调整和后评估程序,研究了内蒙古、辽宁省界和重要控制断面水量监测与信息报送方式,拟定了各级水行政主管部门对水量调度执行情况的监督管理流程。同时,提出强化组织领导、健全工作机制、加强能力建设、严格考核问责等保障措施,以保障柳河水量调度方案的实施。
Liuhe is included in the name-list of rivers that completed the water allocation plans. According to laws and regulations and requirements of the Ministry of Water Resources of China and taking the local water resources conditions and current structures into consideration, the paper proposes a water regulation management mechanism and clarifies functions and responsibilities of water administrative departments at all levels. The preparation, approval,adjustment and post-evaluation procedures of annual water regulation plan of the Liuhe river is discussed. Water monitoring and information reporting method of provincial boundaries and key control sections are studied. The supervision and management process of water administrative departments at all levels for the implementation of water regulation plan was formulated. Moreover, safeguarding measures are raised such as highlighting organization and leadership, perfection of working mechanism, strengthening capacity building, performance evaluation and accountability system was proposed, in order to ensure effective implementation of the water regulation plan.
