“互联网+”背景下“电商代运营”新型诈骗案件侦防对策研究

摘要
伴随着互联网电商经济的飞速发展,"电商代运营"行业蓬勃生长,然而很多企业嫌正规渠道赚钱太慢,转向从事非法代运营业务,导致假借电商代运营骗取财物的诈骗案件高发。此类案件呈现公司化运营、专业分工明确、可复制性强的特点,公安机关面临着案件发现难、定性难、侦查取证难等侦查难点;可以采取创新证据收集方法、构建警企协同配合机制、落实电商平台主体防护责任等措施打击防范"电商代运营"诈骗犯罪,维护互联网经济健康发展。
With the rapid development of Internet e-commerce economy, the "e-commerce agent operation" industry is booming. However, many enterprises are too slow to make money through formal channels and turn to the illegal agent operation business, resulting in a high incidence of fraud cases of swindling money and property through the operation of e-commerce agents. Such cases are characterized by corporatized operation, clear professional division of labor and strong replicability. Public security organs are faced with difficulties in case discovery, qualitative determination and investigation and evidence collection. Measures can be taken to crack down on and prevent the fraud of "e-commerce agent operation" and maintain the healthy development of Internet economy.
