中蒙俄经济走廊建设研究

摘要
有效保障和推动中蒙俄经济走廊建设,是对接丝绸之路、欧亚经济联盟以及"草原之路"倡议的重要举措,利于中蒙俄三国区域合作与发展,拓展互利共赢的经济发展空间,发挥三方潜力和优势,促进共同繁荣,提升三方在国际市场上的联合竞争力。中蒙俄三国具有良好的资源合作基础,地缘优势独特,政治关系良好,人文交流基础扎实,经贸合作水平不断提升。但同时也面临着蒙俄基础设施落后,相关政策机制不稳定,环境问题突出以及缺乏专业人才等瓶颈,存在贸易结构不合理、蒙俄贸易保护政策限制多等问题。需要夯实和推进中蒙俄三国发挥市场在经济资源配置中的决定性作用,遵循资本运行的内在规律,克服资本逐利性带来的负面影响,加强政治互信,夯实民意基础,完善基础设施保障,优化中蒙俄贸易投资结构,积极发挥城市支点作用,加强人才保障,推动中蒙俄经济走廊持续健康发展。
Effectively promoting the construction of China-Mongolia-Russia economic corridor is an important measure for docking the Silk Road, the Eurasian Economic Union and the "Prairie Road" initiative. It is conducive to the regional cooperation and development of China, Mongolia and Russia, and to expand the mutually beneficial and win-win economic development space, give full play to the potential and advantages of the three parties, promote common prosperity and enhancing the joint competitiveness of the three parties in the international market. China, Mongolia and Russia have a good resource cooperation foundation, they also have unique geographical advantages, good political relations, solid foundation for cultural exchanges, and the level of economic and trade cooperation is constantly improving.However, they also face such bottlenecks as backward infrastructure, unstable policy mechanism, prominent environmental problems and lack of professionals, unreasonable trade structure and many restrictions on trade protection policies between Mongolia and Russia.So it is necessary to consolidate and promote the decisive role of the market in the allocation of economic resources in China, Mongolia and Russia, follow the inherent laws of capital operation, overcome the negative impacts of capital profitability, strengthen political mutual trust, consolidate the basis of public opinion, and improve infrastructure, optimize the trade structure of China, Mongolia and Russia, actively play the role of urban fulcrums, and strengthen the protection of talents, to achieve sustainable and healthy development of China-Mongolia-Russia economic corridor.
