摘要
近年来,一些没有穿透机场障碍物限制面的建筑物报批项目,因为影响飞行程序运行的安全未获批准,也有部分机场,仅以机场障碍物限制面作为新建障碍物的报批依据,并未考虑对飞行程序造成的影响,对飞行造成了安全隐患。本文主要讨论障碍物限制面的净空保护与飞行程序安全运行的关系,从不同飞行阶段分析未穿透障碍物限制面的拟建障碍物对飞行程序的影响程度。管理部门可根据本文所建立的评估流程,评估机场净空的安全等级,从而安全、经济、高效地审批拟建障碍物的高度。
        Recently, lots of construction projects applications were not approved because of the safety of the flight procedures operation, even if some construction planning altitude did not penetrate the obstacle limitation surface of aerodrome. At the same time, some aerodromes only used the obstacle limitation surface to assess the new construction planning altitude, and didnt consider the flight procedures, causing security risks to the flight. This paper mainly discusses the relation between the protection of obstacle limitation surface and the safe operation of flight procedures, analyzes the safe impact on different flight segment of the planning construction which did not penetrate the obstacle limitation surface of aerodrome. According to the evaluation procedure established in this paper, the management can assess the safety level of the aerodrome operation and estimate the safe altitude of the building to be constructed efficiently and economically.
