基于ArcGIS Server的建设用地图形辅助审查系统的研究和开发

摘要
随着我国建设用地数量的快速增长,运用WebGIS技术构建建设用地审批信息系统已经成为当务之急。本人采用WebGIS技术尝试解决目前存在的建设用地审批之间各自为政、互不相通、重复建设,难以做到信息共享和平台共享等问题,从而促进了建设用地审查系统提高工作效率、降低成本,以达到推动经济和社会信息化进程的目的。
     通过对国内外建设用地审查信息系统和WebGIS技术结合的发展现状的深入了解,结合实际研究分析构建建设用地图形辅助审查系统的数据组织、支撑技术、研发过程等,确定了合适的系统平台、功能模块、网络拓扑结构等,选择ArcGIS Server作为开发平台,结合Microsoft的新一代开发工具visual Studio.Net,利用ASP.Net技术进行开发。
     论文开展了基于ArcGIS Server开发建设用地图形辅助审查系统的研究,完成了系统总体结构、系统Web模型、建设用地审查空间数据库、平台构架、功能模块等的设计。客户端子系统实现了电子地图的网上实施,工作人员可以通过Web浏览器实现地图的基本操作、建设用地信息的图文互查和其他相关的GIS基本功能。实现建设用地审查系统的相关业务如基本农田分析、建设用地重复分析、建设用地规划分析、缓冲区分析等功能,具有较强的实用价信。
With the more and more heavier demands for construction land, the task of top priority emerges to establish WebGIS system for the examination and approval of construction land. This paper servers the purpose of resolving the problems exposed in the current system such as each doing things in its own way, lack of intercommunion, repeated construction, weak information resources sharing and cross platform sharing.
     By means of a thorough study of status in quo of system based on WebGIS for the examination and approval of construction land at home and abroad combined with an analysis of the data organization, supporting techniques and research procedure that relate to the system, we fix on proper system platform, functional modules and meshwork topology and choose ArcGIS Server as developer platform in combination with Visual Studio .NET, a new generation compiler launched by Microsoft corporation which provides integrated development environment (IDE) for its users, and adopt the technique of ASP.NET.
     An in-depth study is made in this paper on the establishment of the graphics-aided system for examination and approval of construction land based on ArcGIS Server and we complete the design of skeletal system, web model, database system, platform establishment and functional module. The client subsystem preliminarily realizes the issuance of digital maps and the staff can perform some basic manipulation on maps via the browser, for instance, construction land information query between graphical features and attribute tables and other interrelated functions; The system implements the following spatial analysis functions: basic farmland analysis, construction land conflict analysis, construction land layout analysis, buffer analysis and so on. It is of great practical value.
