陆海市集中供热项目技术经济分析

摘要
随着陆海城市市区的不断发展,现有热源已不能满足不断增加的供热需求,若继续增建分散小锅炉房,将造成更多的能源浪费、进一步加剧冬季城市的大气污染,人民的生活水平也得不到提高。作为国家著名的旅游城市,供热设施的落后直接影响到其他基础设施项目的建设,给陆海市未来的发展带来一定阻碍。
     本论文的总体思路是结合陆海市集中供热工程项目申请立项的实际工作,通过开展燃料评价、厂址评价、交通运输评价、水源评价、工程地质评价、环保及安全卫生评价、节能评价、定员评价、施工条件及建设工期评价等,根据技术经济评价基本理论和方法,对陆海市集中供热工程项目技术经济评价指标进行评价。结果表明,该项目的技术方案及各项经济指标都比较理想而且符合国家有关规定,项目有较强的盈利能力和抗风险能力。因此该项目是完全可行的,不但有良好的经济效益,还有良好的社会效益,对该市今后的发展将起到良好的推动作用。
With the development of the urban areas in Luhai city,the existing sources of heat can no longer satisfy the increasing demand for heating.Much more additional small boiler room will cause more energy waste and further exacerbating the winter air pollution in cities.However,people's living condition can also not be improved.As one of the well-known tourist city,Luhai's backward heating equipment will directly impact on other infrastructure projects and prevent the city of developing in the future.
     In this paper,the general idea is to combine the actual project work of central heating projects in Luhai,according to the basic theories and methods of technical and economic evaluation through evaluation of the fuel,site evaluation,the evaluation of transportation,water resources assessment,evaluation of engineering geology, environmental and health safety assessment,energy-saving evaluation,personnel evaluation,construction conditions and building period to evaluate the indicators of central heating projects in Luhai.The results show that the project's technical program and the economic indicators are more satisfactory and in line with relevant state regulations and this project has strong profitability and ability to resist risks.Therefore, the project is entirely feasible.Not only with a good economic benefits,but also with good social benefits,and also play a vert important role in the further development of Luhai city
