海事系统智能决策技术的研究与实现

摘要
水上安全监督信息系统一期和二期、航测信息等海事信息工程的建设,使得海事信息化有了长足的发展,但搜救管理的信息化建设相对滞后,从报警信息的采集、方案制定、现场指挥及分析总结等工作大部分为手工进行,信息化应用水平低。对于决策者而言,急需在海事信息化建设成果的基础上,利用信息技术,对搜救管理数据进行科学的分析并提出决策方案。
     应用于全国各级搜救中心(RSC/RCC)的搜救辅助决策系统作为海事系统重点建设项目,由通信子系统、辅助决策支持子系统、控制与显示子系统和网络及应用平台4个子系统组成。主要内容是建立通讯平台,实现现场图像传输和有关信息的快速查询,制定预案辅助决策,从而逐步实现水上安全管理、海上搜救决策、信息分析处理的现代化、数字化、信息化。本人参与了工程工可、初设的编审工作,并着重完成了决策支持子系统的技术规格制定、设计及部分实现。
     作为智能决策支持系统在实际软件开发中的具体应用,本文描述了智能决策支持系统的体系结构和思想。并结合海事信息化基础现状和搜救管理的特点,提出了综合决策支持系统与基于Agent的智能决策支持系统及决策支持中心三者相结合、数据仓库与虚拟数据库相结合的设计概念,并在实际应用中进行了验证。
The maritime information system has made a great development with the construction of the Harbour Supervision Safety Information System of first and second term project and Navigation Information. Hovever, the construction of the search-rescue management information system is comparatively slow. A lot of work is done manually, including the collection of alarming information, scheme making, direction on spot, and the final analysis and conclusion. Therefore, it is necessary for a decision-maker to apply information technology into the analysis of search-rescue management data, and bring forward a decision-making scheme basing achievement.
    The search-recuse auxiliary decision-making system apply to RCC/RSC of all levels in the country is the primary maritime construction project. It consists of four subsystems -communication subsystem, auxiliary decision support subsystem, control and display subsystem, and network and application flat. It is used to put up a communication platform, transport live pictures, search for relative information and make auxiliary decision of counterplan. Therefore, the modernization, numerization, informatization of maritime safety management, search-rescue decision-making and data analysis is realized. I have taken part in the project design and audit, and done a great work in the establishment, design and partial implement of decision support subsystem.
    As the application of IDSS in software development, this paper introduces the architecture and the idea of IDSS. With the fact of maritime information system and feature of search-rescue management, bring forward the design concept of the combination of comprehensive decision support system, agent-based IDSS, DSC and the combination of Data warehouse and virtual database and put it into use.
