西藏公安部门人力资源开发问题研究

摘要
公安机关作为政府的重要职能部门,在我国现代化进程中肩负着巩固共产党执政地位、维护国家长治久安、保证人民安居乐业的重大政治和社会责任,承担着对社会公众提供“公共安全”这一准公共物品和公共服务的义务和职责。而公安人力资源作为警力资源的主要承载者和体现者,是公安部门最为宝贵、最为重要的一种资源,公安人力资源的素质结构直接决定着政府能否有效地为社会公众提供优质的公共安全服务。
     本文从西藏公安部门的人力资源开发现状出发,分析其存在的问题,并从开发环境、教育、培训体系、配置制度和保障措施等方面提出了建设性对策。这对创建一支高素质的西藏公安队伍,提高西藏公安工作效能,打造平安西藏,具有很强的理论价值和现实意义。
Presently, public security departments all over our country have the realistic problem that the police forces are insufficient, since the establishment and the finance restrict the increases of the public security population, to solve the problem of the police forces insufficient through increasing the population as a main method is not realistic.If we want to enhance the efficiency of the security work, we must raise the quality of human resources, and enhance the quality structure of public security human resources. However, as a result of the ideas, the system, the policy and many reasons in other aspects, the public security department only used the human resources of public security, but didn’t develop;only valued the quantity, but didn’t value the quality; only valued the investment, but didn’t count the cost and the benefit. Lacking to the fundamental research and the empirical analysis of human resources development by public security caused any measure of strengthening the management, the tentative plan of the development and the goal with enhanceing the work impossible.Therefore the potency of security work can’t be improved for a long time.
     As one of our public security, the public security in Tibet both has the general character characteristic and the individuality characteristic. Simultaneously as the border area and the multi-national area, Tibet undertakes the difficult duty of maintaining the national unification, the national unity and struggling to the fission. In recent years, the international anti-Chinese influence and the group of Dalai make the“Tibet question”further internationalized, they use so many excuses such as religion human rights to fabricate a rumor and cheat the people who did not understand the truth.They have harmed the stable politics.The events of beating, smashing and looting burns by the Tibetan independence members that resently occurred in places such as Lhasa prove this fact sufficiently. Not only Tibet public security needs to undertake the Tibet economic society in the modernization process,but also should adapt Tibet political struggle's political liability. To complete this arduous task splendidly, we must have a Tibet public security with high quality that they should maintain the reunification of the motherland and the national unity, take a firm stand, own familiar knowledge of nationality policy. To solve the problem of human resources development by the Tibet public security, we must have a Tibet public security police team with high quality.
     At present, the scholars in our country have do some research involving the human resources in public security department, but the major part literature materials are from the concept of police forces, the optimized disposition, the police forces management, training, the public security colleges and universities education, the public security organizations and agencies, the human affairs, the administrative reform aspect carries on the elaboration. But only a few involve the public security human resources development question. It can be said that human resources in the public security department is just in the primary stage, particularly about the human resources development in Tibet Public security department. Therefore, this article has done the exploring research to human resources development in Tibet Public security department, hopeing that can provide a good development mentality and suggestion for Tibet public security personnel.
     This article is composed by five major part:
     The first part is“the introduction”. It mainly proposes the problem that the human resources foundation is weak in our country public security department at present, specially the human resources quality and the security work duty in Tibet public security department and other problems that didn’t meet the development request. In the analysis existing literature material's foundation, it clearly determines the necessity on studying this article, and proposed studying method and research goal about this article. The second part is“the concept and the rationale about the human resources development in public security department”. It mainly proposes concepts which involved to this article, and from the vertical multi-human resources development theory, utilized“the study, the human capital, the achievements, the system and so on five kind of theories to take this article humanist”to be the theory support of this article. And the humanist theory is the guiding principle of human resources development, the theory of learning is the method of human resources development, the achievements theory is the goal of human resources development, the human capital theory is a method to tweigh the achievements, the system theory is one kind of mechanism to design, organize and the implement the learning activity.
     The third part is“The significance of human resources development in Tibet Public security department”. It mainly elaborated the development significance from the request that the social order situation proposes, the status that human resources in police forces, the function that the human resources played in the public security troop overall battle efficiency and Tibet security work development .
     The fourth part is“The present situation analysis about human resources development in Tibet public security department”. It mainly introduced the present situation about human resources development in Tibet public security department and the achievement already obtained. It has analyzed the problems about human resources development in Tibet public security department from four angles such as the development environment, education training, the police forces disposition, the safeguard. And it does origin analysis to the existence question from angles of cultural history, social economy and political system, then provides the mentality for the next step countermeasure.
     The fifth part is“The countermeasure ponder about human resources development in Tibet Public security department”. It mainly embarks from the questions exist in human resources development in Tibet public security department,and then proposes suggestions from five aspects such as“building a good development environment, strengthening the public security education primarily on political education, consummating the training system primarily on the actual combat skill, the formulation science disposition system primarily and strengthens the omni-directional safeguard mechanism”. Then we can develop the human resources in Tibet public security scientific and reasonably to improve the overall quality in Tibet public security and enhance the security work potency comprehensively.
