基于J2EE架构的自助纳税系统的设计与实现

摘要
由于我国现有税收制度本身存在的滞后性,导致了目前普遍存在着税收成本高、税收达成度低、税收信息不对称等现象。对于中小型企业来说,由于其数量众多,并且其企业内部的管理规范性相对较为薄弱,使得中小企业的税务征收仍是税收工作的难题。
     论文针对目前中小型企业的税收工作存在的收税难、信息统计难、用户申报审核难的状况,采用J2EE作为技术平台,利用信息化的手段建立自助纳税管理系统。系统的设计目标是针对前面提到的各个问题搭建完整的自助纳税系统,不仅方便中小型企业的纳税工作,而且也减少税收工作人员的工作强度、提供便利的操作。
     系统具体包括用户操作和系统管理员操作。从用户的角度来说,用户可以对基本税种信息的查看,包括各类税种的税额和缴税范围;对税种申报和缴税额度的选择;对票据进行处理;对报表进行填写;对纳税人基本信息进行查看,包括已交税款和未交税款,并且能够对企业的私有信息进行更改,如更改密码和联系方式等等。
     从系统管理员的角度来说,系统管理员可以对税种进行管理,即对新增税种的添加和对失效税种的删除以及相关纳税比例的改动;对纳税规则进行制定,即对不同类型的企业制订相应的纳税规则;对用户进行管理;对票据进行管理;对报表进行管理,即管理用户填写的报表;对系统信息进行管理,更新一些税务宣传信息和政策法规,供用户了解和学习。
The inherent lag to the existing tax system led to the current high prevalence of tax costs, the low percents of tax reached, the asymmetry of tax information and so on. For most of small and medium enterprises, the weak of their internal management make the tax collection for them a still problem.
     This paper aims to solve the problems such as the hard work for collection of tax, the difficulty for the statistical information and the difficulty situation of the user audit report. Based on J2EE technology platform, we establish a system to realize self-help tax. The project is aimed to build a set of self-help tax system targeted at the issues mentioned above. By this way, not only the taxpayer's tax work has been a great convenience, but also the work of staff for the tax has been reduced. And it provides a convenient operation.
     The project includes for users’operations and for administrators operations. To normal users, they can view the basic tax information, including all types of taxes and the tax allowance range; they can choose suitable taxation form and amount; they can treat their note by this system and also modify their information. To system administrator, they can manage taxes, including add new taxes and delete old taxes and modify the percents for a certain tax; they can make rules for tax forms; they can manage users in this system; they can manage note for users and also they can publish new information about tax in order to understood and learn by users.
