战术供应链复合系统协调研究

摘要
现代高技术战争条件下,部队作战需要的物资数量巨大、种类繁多,要求物资保障系统具有综合保障能力。而我军现行基于专业分工的物资保障体制,并不能适应这种要求。面对这二者之间的矛盾,不能坐等体制的改革。而应在现有体制下,主动作为,通过机制的创新解决问题。在现行物资保障体制下,形成并完善有效的协调机制,可以弥补体制的缺陷。
本文从供应链管理的视角,基于复合系统理论,运用系统分析方法,对战术供应链复合系统协调问题进行研究。
1.提出了战术供应链复合系统的概念,对战术供应链复合系统的结构、特性和环境进行了分析。
2.界定了战术供应链复合系统协调的内涵,指出战术供应链复合系统是一个典型的需要协调的系统,对战术供应链复合系统内错综复杂的协调关系进行了分析。
3.运用物理-事理-人理系统方法论分别在物理、事理和人理层面提出了相应的协调机制。
4.对战术供应链复合系统协调的实施和评价进行了分析。
本文的研究为解决战术供应链复合系统协调问题提供了思路,适应了现代高技术战争对物资保障的实践要求,也是丰富发展军事供应链管理理论的有益探索。
Under the condition of the modern high-tech war, the amount of force needed materials is huge, the categories are numerous, and it requests the material supply system has comprehensive guarantee ability. However, our current material supply system based on the professional division is not adapted to the request. Facing to the antinomy, we can’t wait for the reform of the system. We should take some active actions such as innovate the mechanism to resolve the problem. Under the current material supply guarantee system, it can make up the blemish of system to form and perfect an effective coordination mechanism.
This paper makes a research on the coordinate problem of tactical military supply chain compound system from the view of supply chain, based on the compound system theories, and using the system analysis method.
1. It puts forward the concept of tactical military supply chain compound system and analyzes its structure, characteristic and environment.
2. It clarifies the content of the tactical military supply chain compound system coordination, points out that the tactical military supply chain compound system is a topical coordination demanded system, and analyses the complex coordinate relationship of tactical military supply chain .
3. It makes use of the WSR system methodology to put forward ways to coordinate the in objective phenomena, ways of seeing and doing, principles underlying human inter relations.
4. It analyses the implement and evaluation of the tactical military supply chain compound system coordination.
The research of this paper provides the way of thinking on resolving the coordination problems occurred in the tactical military supply chain compound system, it adapts the practical demands on the material supplies in the modern high-tech war, and it is a beneficial grope to abundant the theories of military supply chain.
