沈阳市电力学校的人力资源规划研究

摘要
随着经济全球化的发展,学校和企业一样,必须在一个不断变化的外界环境中进行生存和发展。这些变化对人力资源管理实践有着重要的意义。为了保证管理实践对业务需要的支持,各个机构必须不断地监控变化的环境并设计相应的人力资源管理策略来处理它们,这个把人力资源问题与组织的业务需要联系起来的过程被人们称为人力资源规划。人力资源规划的目标是让组织可以预见其未来人力资源管理的需要和识别可以帮助他们满足这些需要的实践。有效的人力资源规划能提高竞争优势,这一事实已受到一些研究结果的支持。
在国家大力发展职业教育的环境下,随着职业学校毕业生较高的就业率及社会对职业教育看法的改观,沈阳市电力学校目前拥有良好的发展机遇。在此机遇面前,沈阳市电力学校将会取得令人瞩目的发展。在学校规模发展的同时,为保证教学水平与质量,对学校未来人力资源的规划有了更高的要求。本文通过运用人力资源规划理论,在对学校进行了人力资源存量分析的基础上,根据学校未来发展规模的要求,内外部人才供给市场的情况,结合学校实际工作量变化,运用比率预测、马尔科夫模型等方法对学校师资进行需求预测与供给预测,并制定出人力资源的总规划和有关业务计划,为学校实现规模发展和在省内,乃至全国同类学校综合实力领先目标提供有效的保障,同时对同类其他职业学校也有借鉴意义。
With the development of economic globalization, schools, just like the business, should survive and develop in the changing external environment. These changes are meaningful to the practice of human resource management. All kinds of organizations must constantly monitor the changing environment and design the human resource management strategies in order to support the management practice. This process is known as the human resource planning which is combined with human resource issues linked to the business needs of the organizations. The aim of the human resource planning is to enable organizations to predict the need of its future human resource management so that they can identify the practice of satisfying their requirements. Effective human resource planning will enhance our competitive edge. This fact has been supported by the results of many researches.
Nowadays, our country is vigorously developing the vocational education. Meanwhile, most of the graduates will obtain the better employment and people pay more and more attentions to the vocational education. These are the chance for the vocational education schools. In this kind of the environment, Shenyang Electric Power School will take the amazing developments. The human resource planning of schools is necessary to ensure the high-level education. This thesis illustrates the theory of human resource planning. On the base of the status of the school, such as the analysis of the stock of human resource, the future requirement of the development, the condition of talent supply in internal and external markets and the actual changes of workload of the school, the human resource planning of the school consisting of total planning and operation planning, is framed in this thesis. The research methods are included of ratio forecast and Marcov model to predict the demand and supply of the teachers. It should provide effective protection to be ahead of overall strength of the same type school in province and nation. Furthermore, it will give a lot of similar experiences to the other vocational education school.
