投资项目管理后评价研究——新疆独山子乙烯扩建项目案例分析

摘要
项目管理的水平决定了企业的创新和发展。工程项目管理是一个错综复杂的过
程，它从决策立项开始包括项目的准备阶段，实施阶段和实施的后评价阶段。一个
项目运作的成功与否，在长期的运行后可以逐渐显示出来，因此，项目的后评价非
常重要，对提高项目管理水平有重要的意义。
新疆独山子22万吨／年乙烯扩建工程是在1998年通过国家计委批复立项，经
过多年可研论证和准备，2002年1月，在中石油股份公司的领导下，经过一年多的
边施工边生产艰苦建设实施，实现了一次开车成功，达到了扩建的目标。
本文作者曾亲自参与了乙烯扩建工程项目的建设，本文中，首先，作者回顾了
整个扩建工程的历程，接着，运用项目管理和财务知识评价总结了此项目管理和投
资控制的优缺点，最后，作者总结论文的不足之处并相信此项目中的经验和教训对
今后遇到类似的项目的管理者会有很大的帮助。
The level of project managements decides the reform and development of an enterprise. Engineering project management is a complex process. From making policy and registering, it basically includes three stages: preparation for the project, implementation of the project and evaluation after completing the project. Whether it success or not is visible during the long period running of the project. So the after-evaluation to a project has great significance to improve the ability of project management.
Xinjiang Dushanzi 220,OOOMTA Ethylene Expansion Project was given approval in 1998 by National Discipline Committee. After four years feasible demonstration, on Jan.2002, the project was executed along with producing and realized an at-once successful start-up.
In the first section of the paper, the whole construction process of the project was introduced and reviewed. In the second section, the construction experiences and invest control about the project were evaluated by the knowledge of project and financial management and the method of compare. At last, the author summarizes the shortage of the paper and believes that the experiences from the project have great help to the relevant manager and the same project.
