摘要
岷江悦来渡口控制单元纳入国家考核的监测断面有1个,为悦来渡口断面;纳入省考核的监测断面有3个,分别是思蒙河口断面、醴泉河口断面、桥江桥断面。悦来渡口断面从2011~2015年一直保持为Ⅴ类水体,2016年改善为Ⅳ类,该断面主要污染因子为总磷。三个省考断面均为劣Ⅴ类,不能满足水质目标要求。通过对该控制单元进行控制子单元划分、污染物排放调查、污染物入河量计算及环境容量计算,理论上确定各控制子单元的削减量与削减比例。以2015年的污染负荷为基准,除了黑龙滩水库控制子单元外,其余的控制子单元都已经没有剩余环境容量。4个控制子单元需要削减的比例较大,分别是思蒙河东坡区-丹棱县片区控制子单元、思蒙河青神县片区控制子单元、青神县江东片区控制子单元、金牛河-岷江眉山下游片区控制子单元,需要加强畜禽养殖污染治理和城镇生活污水治理。
        Minjiang River Yuelaidukou control unit has one state-assessed monitoring section, which is Yuelaidukou Section, and three provincial-assessed monitoring sections which are Simenghekou, Liquanhekou, and Qiaojiangjiao section. According to water quality analysis, from 2011 to 2015, water quality of Yuelaidukou section maintained Ⅴlevel of Environmental quality standards for surface water, while in 2016, it improved to Ⅳlevel, the main pollution factor is total phosphorus. Water quality of three provincial-assessed monitoring sections were all worse than Ⅴlevel, which cannot meet the water quality target set by the government. Through control subunits division, pollution discharge investigation, the amount of pollutants entering the river and environment capacity were calculated in this paper, and theoretically determined the pollutant reduction quantity of each control subunit. Based on the pollution load in 2015, there was no more water environmental capacity except for Heilongtan Reservoir subunit. Four subunits need to reduce relatively more phosphorus, which are Simeng River Dongpo-Danling district subunit, Simeng River Qingshen district subunit, Qingshen County jiangdong district subunit, and Jinniu River-Minjiang River downstream district subunit. It needs to enhance pollution control of livestock and poultry breeding and municipal sewage.
