铁路地震安全性评价与地震动参数取值的探讨

摘要
现行铁路规范对地震安全性评价与地震动参数取值都有一些规定,但地震安全性评价工点的确定难度较大,操作性不强,地震动参数的取值也存在较大争议。通过近年的地震安全性评价结果与铁路规范对比,并结合实际工作情况及相关行业的规定,对上述问题进行研究,提出以下观点:①应进一步缩小做地震安全性评价的桥梁工点范围;②地震动参数取值:做了地震安全性评价的工点应采用安全性评价结果;位于区划图界线附近且下阶段应做地震安全性评价工点,水平地震基本加速度应采用具体值,而不是分档值;Ⅰ类场地,且下阶段不做场地安全性评价的工点,宜按《铁路抗震设计规范》第1.0.4条执行;并增加《铁路抗震设计规范》表7.2.4-1、7.2.4-2的适用条件,不应是黑体字。
Although there are a number of provisions for the seismic safety evaluation and the seismic ground motion parameters in the existing railway code,the determination of the seismic safety evaluation is difficult,interoperability is hard. For the ground motion parameter values there is a big controversy. By contrast in recent years of earthquake safety assessment results and railway specification,according to the actual work situation and the related provisions,the research on above problem has been made. The results are shown as follows: ①the bridge working points range should be further reduced when doing earthquake safety assessment,②ground motion parameter values: for the working points where the earthquake safety evaluation has been done the safety assessment results should be utilized; near in division figure boundaries and for working points where the earthquake safety assessment should be done in the next stage,the level earthquake basic acceleration should use specific value,and not points document value; for Class I site,and the working points where site safety assessment is not required in the next stage,Clause 1. 0. 4 of "Code for Anti-seismic Design of Railway"should be carried out; additionally the applicable conditions of Table 7. 2. 4- 1,7. 2. 4- 2( beside the said three clauses) should be increased in "Code for Anti-seismic Design of Railway"and should not be in bold.
