2006年中国安全生产事故与自然灾害状况

摘要
综述了2006年中国安全生产事故状况和自然灾害情况。统计和分析了安全生产事故和自然灾害发生的情况,并给出了2006年10大食品安全事件。2006年中国共发生各类安全生产事故627 158起,死亡112 822人,同比分别减少12.6%和11.2%。非煤矿山共发生伤亡事故1 869起、死亡2 271人,同比分别下降3.1%和3.0%。火灾发生222 702起,死亡1 517人,受伤1 418人,直接财产损失784 468 411元。2006年各类自然灾害共造成43 453.3万人(次)不同程度受灾,因灾死亡3 186人;农作物受灾面积41 091.3千hm~2,上升5.9%,其中绝收面积5 408.9千hm~2,上升17.7%。因灾直接经济损失2 528.1亿元,比2005年上升23.8%。浙江、福建、江西、湖南、广东、广西、重庆、四川等地受灾严重。全国因气象灾害共造成2 704人死亡,经济损失约2 120亿元。2006年是中国海洋灾害的重灾年,风暴潮、海浪、海冰、赤潮和海啸等灾害性海洋过程共发生179次,造成直接经济损失218.45亿元,减少34.3%,死亡(含失踪)492人。地质灾害共发生102 804起。大陆地区共发生5级以上地震14次,死亡25人,直接经济损失18.6亿元。结果表明,2006年中国安全生产事故的发生较2005年有所缓和,但自然灾害状况较2005年严重。
The present paper reviews the industrial accidents and nat- ural disasters in China in 2006.Statistical data and detailed analysis are given.The accidents and disasters include non-coal mine acci- dent,fire,forest and grassland fire,meteorological disasters (drought,typhoon,acid rain),agricultural disasters (hail,freeze and snow),biological disasters (crop plant diseases and insect pests, forest plant diseases and insect pests,livestock epidemic disease, aquiculture diseases),oceanic disasters (storm tide,red tide,surf, sea ice,tsunami),geological disasters (earthquake,flood,land- slide,mud-rock flow).Top ten food safety incidents are given. There were 627 158 accidents happened in China in 2006,and 112 822 lives lost,decreased by 12.6% and 11.2% compared with those in 2005.In non-coal mine,1 869 accidents happened and 2 271 people died,with drop of 3.1% and 3.0% respectively by compar- ing with 2005.There were 222 702 fire,which caused 1 517 people dead and 1 418 injured,with direct economic losses of$784 468 411 Yuan.In 2006,natural disasters affected 434.533 million peo- ple,and caused 3 186 dead,direct economic losses of$252 810 million Yuan.Crops are stricken by disasters covering an area of 41.09 million hm~2.Meteorological disasters caused 2 704 dead,and direct economic losses of$212 000 million Yuan.There were 179 o- ceanic disasters in 2006,with 492 people dead,and direct economic losses was$21 845 million Yuan.For geological disasters,102 804 happened.There were 14 earthquakes over magnitudes 5 occurred, with 25 people dead and direct economic losses of$1 860 million Yuan.
