洛阳地震台依法保护地震观测环境的实践与分析

摘要
分析了洛阳地震台依法保护地震观测环境的实践,认为这是一项长期性、复杂性的重要工作,需要建立一支地震观测和法律相结合的专业队伍,提出了保护工作要坚持的5项原则。保护工作,一方面要提高地震监测设施的抗干扰能力,另一方面,要敢于执法、善于执法,发挥政府机关对保护工作的积极作用。
The practice for Luoyang Seismic Station in protecting the environment of seismological observation has been analysed, it is recognized that the protection work is complicated and should pay attention in long term. A specialized working team for seismological observation by laws is needed. Five principles for the protecting work are proposed. First we must improve the anti-disturbance capacity of seismic observational and measurement facilities. In addition, we must be good at working by laws. Bringing the positive affect of governmental organizations into the protection works is also important.
